After week heated discussion in the Garowe meeting from the 05 May 2019 between the federal government and member federal state leaders for key national issue mainly the election and national law. The meeting was real very hard where the parts had different vises
The participants of the meeting were from the federal government Prime minister , President and five federal member state president and the Maory/Governor Banadir region. They have been trying to solve their difference . the most contentious issues were general election for 2020 presidential and parliamentary, creation of national council of Somalia jointly the meeting will work same.
The election of the Juboland and Galmudug state was one of the key problems that lead the conference failure. The two president whose time expired reluctantly refused to election with coordination of the federal government of Somalia and independent commission for election in Somalia
Other key issue are the protocol of signing the law, which is now between the government institutions the execution and legislation, the heads of the federal state demanded to have role for the law making in the country. This unconstitutional.
there are some sources saying that the federal governemnt punt on the table national elections bill and oil resource bill which are process from the cabinet to the legislation. the election bill the will give the governemnt the chance to remain the tenure unless successor is elected. the federal state members says the federal council should be legalized who may have equal authority in the election time
The meeting ended without agreement other than second meeting after Ramadan the next two months. Which may not be possible for Both side who are not satisfied to have such hard talk again i
