Somali federal government Mr. Hassan Shikh  with group delegates flew to the Jowhar the venue of the state building meeting for the Hiran and middle Shabele region. one of the most confusing state building planned that served the federal government where both regions has been defiantly refusing to make compromise  for their demanding. each region had its demand

the main demands were presidential, parliamentary and host town of the state which has not unified name so far. this is one the main barrier in front of the election for federal government parliament and presidential.  international community has put pressure on the parts responsible the conference  where the satiation will seem quite normal and different from weeks ago before the IGAD meeting to be held in Mogadishu 14 in Mogadishu

most analysts say there is foreign  intervention in the region where parts are getting lure from other groups oriented  delaying the state building conference where parts can make understanding for their interests and difference.
