The contents of this fact sheet are reports and information collected from the PWDs Persons with Disabilities and the DPOs the Disabled People Organizations. The current status quo of the PWD\u2019s & DPO from the social, development, human rights and policies.<\/p>\n\n\n\n

Wha<\/strong>t cabinet passed for the disability people?<\/strong><\/p>\n\n\n\n

On Thursday 21 January 2021 the Somalia federal government H.E. Mr. Mohamed Hussein Roble the Prime Minister in the cabinet meeting passed the five top leaders of the national disability agency which is governmental body service representing the disabled people in the country.  An estimated of more than 15% Somalia population nearly more than 2 million people who are suffering massive  discrimination and exploitation of their rights and belongings.<\/p>\n\n\n\n

The Somalia ministry of the human rights and women development  proposed  the national disability agency board in the last cabinet  official meeting in the January  to pass the board of the disability agency  without the consolation of the PWDs and the DPOs.<\/p>\n\n\n\n

 What is national disability agency?<\/strong><\/p>\n\n\n\n

Somalia national disability agency is governmental  authority serving the welfare, development and human rights protection for the nationwide Somali disability. The agency is made with the law passed on November 2018 by federal government parliament and signed as law by the Somalia President HE Mr. Mohamed Abdullahi Farmajo on 31 December 2018.  This law is stating the full responsibility to take care, develop and protect the disability people by the Federal government.<\/p>\n\n\n\n

What is the reaction from the PWDs and DPOs ?<\/em><\/strong><\/p>\n\n\n\n

Complaints the Deliberately  denial, negligence and devalue   the PWDs and the DPOs  the cabinet signature for   the board of the   National Disability Agency. Expressing   negative impact to the disability people the   process which lacked transparency and accountability. A kind of   violation against the   disability agency establishing law   and the CRPD the united nation convention rights persons with disabilities.<\/p>\n\n\n\n

What is the public reaction?<\/em><\/strong><\/p>\n\n\n\n

Many people in the social media have responded positively from the cabinet signature of the National Disability Agency as historic moment for Somalia\u2019s disability organizations.  However, some other groups have disagreed and made their concerns regarding the nomination of board directors without criteria and the consultation of the PWDs persons with disabilities, in particularly the DPO schools, intellectuals and the key members of the Disable People organization.<\/p>\n\n\n\n

Wha<\/em><\/strong>t is missing?<\/em><\/strong><\/em><\/p>\n\n\n\n

One important matter  missing is the consultation with the disability groups. Instead  rather than colleague time  of disability paid by ministry working under their control and mandate, who can\u2019t embody the unique role of the disability people organizations. The role of the civil society organization for the disability and scholars.<\/p>\n\n\n\n

Wha<\/em><\/strong>t is gender Representation in the board?<\/em><\/strong><\/em><\/p>\n\n\n\n

Both the previous and current Ministries of the human rights and women development former Mrs. Deq Haji Yasin and current Minister H.E. Mrs. Hanifa Mohamed Ibrahim Habsade insured the gender reservation in the board making 3 out the 5 females.   An Action that secured the role of the disability females in the agency.  Unusual other national agencies and commissions in the country where female are made in the least number of representation.<\/p>\n\n\n\n

Discrimination among the disability people<\/strong><\/p>\n\n\n\n

The ministry of the human rights and the women development in Somalia violated the national disability agency establishment law that say the agency is established and for all PWDs Persons with disability and disability is meant every person  with  impairment.  Where the deaf  people  were targeted to be out of the board in the list of the both ministries.  The role of the disability schools were eliminated from the list.   Most people in the old and new list passed the cabinet are not qualified, professional and no have experience this matters.<\/p>\n\n\n\n

What is the risk of the disability agency?<\/em><\/strong><\/p>\n\n\n\n

The current situation where PWDs Persons with Disabilities and the DPOs the disabled people complaints will raise doubt and injustice in the process and the procedures used .  The question is what has gone wrong? And the future cooperation from the PWDs and DPOs on the ground.   The agency may lose the appreciation from the local and international community to support the welfare and the development of the disability people.<\/p>\n\n\n\n

Wha<\/strong>t is fair for all?<\/strong><\/p>\n\n\n\n

Equal opportunity for the disability people academic and non-academic people.  The cooperation with DPOs the disabled people organization as stakeholder and partner working with agency.  Key contractors for the agency the implementation of the program and forums for the disability people in the federal states and in Mogadishu the capital of Somalia.<\/p>\n\n\n\n

Wha<\/strong>t is risk for all?<\/strong><\/p>\n\n\n\n

Lack of fair condition, check & balance, selection and job description for the agency board and staff may lead to poor accountability and nonexistence of audit in the future. Identity the existing without meaning full impact to the disability with control of the ministry and their staff.<\/p>\n\n\n\n

Call to justice<\/strong> Some of the PWDs and DPOs in the country are sending  request to the  civil society organizations, international community, Somali federal government the execution and the legislation.  To  take actions to stop the signature from the Somalia president HE Mohamed Abdullahi Farmajo the corrupted process of the nomination national disability agency board.  And take action for background screening  the members of the bo<\/p>\n","protected":false},"excerpt":{"rendered":"
