RIED is a five-year, $50-75 million activity will strengthen resilience and promote inclusive economic opportunities for marginalized groups by catalyzing systemic change in targeted rural and urban economies and communities. Specifically, RIED will accelerate economic recovery in the targeted areas of Somalia by increasing individual, household, community, and systemic resilience through rural and urban economic diversification, and by promoting inclusive economic market systems to combat real and perceived grievances that contribute to violent extremism.<\/p>\n\n\n\n<p>The chief of party will be a seasoned economic and\/or agricultural sector professional with exceptional leadership experience, and a deep understanding of the local context. The Chief of Party will take a leadership role in coordination among USAID and key stakeholders, and other implementing partners. This position requires political gravitas as s\/he will interact with numerous Government of Somalia institutions and senior-level national and county-level government officials, as well as senior officials from DFID and other humanitarian program working in the area. The COP will have demonstrated ability to work in complex, politically charged, environments to work across different cultures, and manage diverse teams to deliver impact within agreed timelines.<\/p>\n\n\n\n<p><strong>Responsibilities include:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Provide overall direction, oversight, and implementation of program activities in compliance with USAID regulations and Chemonics policies and procedures;<\/li><li>Serve as the primary liaison with USAID on strategic, managerial, and technical matters;<\/li><li>Lead efforts to collaborate and coordinate with other USAID\/Somalia projects, DFID projects, local organizations, the Government of Somalia, and other key stakeholders;<\/li><li>Ensure quality control and overall responsiveness of technical assistance provided under the contract, including program results and deliverables;<\/li><li>Professionally represent Chemonics to USAID, local government counterparts, private sector associations, civil society organizations, and other key stakeholders;<\/li><li>Ensure that relevant, productive and complementary activities are coordinated and leveraged effectively;<\/li><li>Provides guidance to senior technical staff;<\/li><li>Identify issues and risks related to project implementation in a timely manner, suggesting appropriate adjustments.<\/li><\/ul>\n\n\n\n<p><strong>Qualifications:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Minimum ten years of relevant technical experience in international development, preferably in agriculture, economic development (at least eight of these years must be in a management\/leadership position in programs of a similar scope and scale). At least six years\u2019 experience in similar development context, as Somalia, is preferred;<\/li><li>Minimum of a Master\u2019s degree in international development, health, economic development, or other relevant field. A Bachelor\u2019s degree in a relevant field with 15 years of relevant experience may be substituted for a Master\u2019s degree;<\/li><li>Demonstrated ability to successfully lead and manage challenging projects involving both public and private stakeholders<\/li><li>High level of leadership, interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and key stakeholders;<\/li><li>Extensive knowledge and experience with the Feed the Future program and its reporting requirements required;<\/li><li>Ability to provide technical guidance to partners in assessment, development, and implementation of the Activity\u2019s data quality initiatives;<\/li><li>Thorough knowledge of the current and historic agricultural and economic sectors in Somalia preferred;<\/li><li>Be able to work effectively in teams and collaborate in a multi-agency setting;<\/li><li>Ability to communicate in English clearly and concisely both orally and in writing;<\/li><li>Outstanding problem-solving skills, resourcefulness, and flexibility;<\/li><li>Demonstrated leadership, versatility, and integrity.<\/li><\/ul>\n\n\n\n<p>Applications instructions:<\/p>\n\n\n\n<p>Please apply&nbsp;<strong><a href=\"https:\/\/app.smartsheet.com\/b\/form\/2c5f5b0fa44544529e6fafed7d9ffbea\">https:\/\/app.smartsheet.com\/b\/form\/2c5f5b0fa44544529e6fafed7d9ffbea<\/a>&nbsp;<\/strong>by January 5, 2021.
