1- somalia federal leaders had two days meeting in Mogadishu from 9t to 11 april 2016<\/p>\n
2- the meeting participants were Somali federal government president Mr. Hassan Sheikh, Parliament speaker Mr. Mohamed Osman Jawhari, Prime minister Mr. Omer Abdirashid Ali and Deputy prime minister Mr. Mohamed Omer Arte. from the federal state leaders. Mr. Abdiwali Mohamed Gass from Puntland, Mr. Ahmed Mohamed Islam from Jubland, Mr. Sharif Hassan Aden South West somalia and Mr. Abdikarim Hussein Guled from Galmudug state.<\/p>\n
3- stakeholders of the forum welcome the memorandum of understanding between federal government and the Puntland state on 3 April 2016 that may pave way the coming election for 2016 and one man one vote in the future 2020 election in the country.<\/p>\n
4- member of the national forum reiterated the commitment for presidential and parliamentary expansion for the leadership time and urged to the stakeholder and the international community insure the implementation of national election 2016 in the country and therefore, national federal forum made the memorandum of understanding for the coming<\/p>\n
the procedure of the election<\/strong><\/p>\n a- national election will take place nationwide in the country in a one time with one procedure and two committee will be formed national election committee for federal level and national election committee for state level.<\/p>\n b- national election for the federal will consist of 17 persons 5 nominated the federal governemnt and 2 each federal state administration persons<\/p>\n c- election committee for the federal state will consist of 11 persons 8 will nominated the federal states and 3 will be nominated by the federal government.<\/p>\n d- both two election committee will be formed soon and they will start their works after the after national federal forum made their wok plane and guidelines.<\/p>\n e- national federal forum will jointly form election conflict resolution committee for 2016 election<\/p>\n the procedures<\/strong><\/p>\n f- the election and formation of the upper house council\u00a0 will happen before the lower house council<\/p>\n g- 30% of the upper house council sets will be allocated for women contestants<\/p>\n h- the federal state administration\u00a0 executive council will nominate tow contestant\u00a0 persons for each sets and regional state parliaments will\u00a0 vote for each chair as particular.<\/p>\n i- regional state administration existing state and new states will form powering sharing \u00a0 platform the regions and the people equal opportunity and inclusive for all clans including the minority<\/p>\n j- the vote for the upper house council will take place very where in the country in one time for all states member of the federal governemnt of somalia<\/p>\n k- federal state leaders will pass the list of the upper house council from their states, after the election committee submit the elected persons who worn in the election<\/p>\n the lower house council<\/strong><\/p>\n a-the list of the 135 persons will be benchmark for the election process of the lower house. the traditional elders who dead will be changed and\u00a0 the groups in dispute will corrected<\/p>\n b- the traditional leaders list 135 will select the nominators of the nominees with consultation the chieftains and family leaders of\u00a0 that position<\/p>\n c-every persons standing for the lower house councile election will be elected 50 persons\u00a0 of the total contestant 275 sets roughly 13,750 nominators<\/p>\n d- the nominators will clans and\u00a0 families\u00a0 of every tribe including the youth and civil society\u00a0 groups with minimum of 30
